TV Commercials Too Loud Why No Automatic Volume Control Device?

I’m guessing most people today watch TV with the sound coming through their Audio/Video Receiver (A/V Receiver) out of their speakers instead of their TV set. The TV surround audio sounds fantastic except for one thing: The Commercials! Every time a commercial comes on the volume becomes almost deafening and the first thing you do is lower the volume in your remote which then makes you have to adjust the regular volume again when your TV show comes back on. This is one of the reasons that people prefer to tape everything on their TIVO or DVR so they can just fast forward the commercials and not have to deal with this crap. The advertisers by making the volume so loud are actually contributing to people fast forwarding and ignoring their commercials altogether.
What I don’t get and I may be so out of the loop I’m wrong on this is, with every stupid new device electronics manufacturers put in to their newer TV sets and A/V Receivers, why can’t they put in some kind of volume control button that limits the volume of commercials from being louder than that of the TV show. We can send a man on the moon but we can’t do that? Someone needs to invent a device. It can’t be that hard.
